I live near the Gulf Coast, and with hurricane season upon us, my family and I are in the midst of purchasing and installing a whole-home generator for emergency use if/when a hurricane or storms leave us without power. In doing so, we've become acutely aware of how much power our home consumes and our somewhat limited options of sourcing truly clean energy (in addition to curbing our own use). Though it's doubtful Texas would look to Portugal for inspiration, their success is historic and, one would hope, should be looked to as inspiration for renewable energy possibilities.
